DoD SBIR Evaluation Criteria
In judging the merits of a SBIR proposal, the DoD utilizes
the following three criteria. In parentheses is approximately how much each criteria
is weighted.
- Soundness, techinical merit, and innovation (40
- 50 % of score)
- Qualifications of the principal investigator, including not
only the ability to do the work, but also the ability to commercialize the results (approx.
25% of score)
- Potential for commercial (government or private sector)
applications (approx. 25% of score)
DoD SBIR Solicitations
The Department of Defense publishes their SBIR schedules twice
a year. These schedules are published on the Web and contain the actual
Requests for Proposals (RFPs) that each agency has determined to be a priority.
- Web Notifications in October and May
- Solicitations accepted in December and July
- Solicitations closed in January and August
The primary Internet-based source of information on DoD
related SBIR programs can be found at the following web site. It is also the
location where DoD SBIR solicitations can be located:
During the initial web publication, the RFPs are in the
pre-soliciation stage. At this time, the topic author's name, phone number, email,
and fax are listed. It is recommended to use the time prior to the opening of
solicitations to have technical dialogues with the DoD program managers before
you prepare your propsal.
