Mr Tommy J. Morris Joined the Office of Deputy Assistant Secretary of Defense for Force Health Protection & Readiness Programs August 2006

Mr Morris, Director Deployment Technologies & Support Programs, is the principal advisor to the Deputy Assistant Secretary of Defense for Force Health Protection & Readiness Programs, Office of the Assistant Secretary of Defense for Health Affairs on all matters related to information management and information technology. He assists the Director in formulating and articulating the agency’s policy, position, or response on current or emerging information technology and its relationship to the DoD and its mission. He works closely with the Joint Staff, the MHS CIO and Program Executive Officer of the TRICARE Management Activity to ensure military health information technology programs are well managed, meeting functional requirements, comply with applicable statutes and policies, and align with the objectives of the Military Health System.

Prior to Joining FHP&RP Mr Morris has spent more than a decade supporting worldwide military operations, and military health care research & development as the Chief Information Technology Officer (CITO) for the U.S. Army Telemedicine & Advanced Technology Research Center. He served as the Telemedicine Program Manager for the Battelle Memorial Institution in December 1997 after serving more than 10 years as an enlisted tactical medic in the US Army.

As an accomplished and seasoned veteran he has more than a decade of experience in information technology and project management. He has documented successes in research and development, planning, and management positions.  Proven abilities to lead complex organizations and plan, coordinate, develop and manage diverse government research and development programs and activities.  Mr Morris also has an excellent reputation as an adaptable, committed and dependable leader and manager.

Mr. Morris also serves as the Medical technology consultant to the White House Medical Unit, responsible for developing numerous advanced technologies, mobile computing applications for the White House, Department of Defense, U.S. Department of State, U.S. Marshals and other federal agencies.

Mr Morris was the Inventor of the BMIST Architectural Standard. The BMIST-J Provides all-in-one suite of mobile applications that empower providers via access to critical medical information and powerful clinical & decision support tools to accurately create an electronic health record.

His military decorations include the U.S. Army Meritorious Service Medal and the United Nations Service Medal. Other awards include, Army’s Top Ten Greatest Inventions, Microsoft Most Valuable Professional (MVP) 2006, Government Computer News (GCN) 2005 Agency Award for Innovation and Finalist for the Frank Brown Berry Prize, U.S. Medicine 2004

Mr Morris is a member of the American Telemedicine Association, the CIVITANs Club International, and the Non-Commissioned Officers Club of America, Special Operations Medical Association. Mr Morris was recognized as:
