Mr. Antonio "Tony" Hylton

Mr. Hylton is Bureau Chief and Chief Information
Officer of Cook County Illinois, the second largest county in the United
States. Cook County operates a $3.12 Billion Dollar Annual Budget. As the
executive officer of the Bureau of Technology he leads the organizations
Strategy and Operations including the management of the County’s
technology infrastructure both ground and air..
The Bureau operates the County’s voice and data networks, the shared
service center, the print shop and provides application support down to
the desktop for most County agencies and departments. It is comprised of
three major departments; Management Information Systems, Office Technology
and Central Services.
The Bureau of Technology is responsible for “Project Shield”, a county
wide network being deployed with U.S. Department of Homeland Security
grants. Project Shield allows the county to expand its existing broadband
data network infrastructure to incorporate an interoperable mobile video
and data system using wireless technology so that first responders from
the County and the 129 municipalities located therein can share video,
text, image, and video surveillance information within and across
jurisdictional boundaries.
Prior to this position Mr. Hylton was the owner of a Strategy and
Technology Consulting firm, Broadband Technology Associates, specializing
in the research, development and delivery of municipal broadband
infrastructures. As Technology Advisor to the Mayor of Aurora, IL, Mr.
Hylton was part of the technical team responsible for the architecture,
business plan development and budget preparation of the city-wide
technology infrastructure.
Mr. Hylton has supplied Direct Testimony to the State of Illinois’
Commerce Commission and was the Chief Sponsor of the Aurora’s Certificate
of Service Authority application. Aurora’s CLEC application was approved
by the commission in January of 2007.
Mr. Hylton’s firm represented Kane County Illinois as Chief Negotiator for
their Cable Franchise negotiations. He was also a technology advisor to
the Northeastern Illinois Communications Consortium (NICC). The NICC is a
consortium of Public Safety Officials vested with the responsibility of
analyzing and determining the merits of a consolidated upgrade to a
Regional, Digital, IP-Based Infrastructure for Public Safety.
Additional responsibilities included the research and review of ongoing
state and federal legislative activities regarding the municipal
deployment of such networks as key drivers for sustainable economic
development. As part of these responsibilities, Mr. Hylton participates on
the Governor’s Illinois Broadband Development Council as well as the
Illinois Municipal Broadband Communications Association.
