AeA Board of Directors
 


The AeA Board of Directors consist of between 40 and 100 Member company individuals.  While many of the Members are appointed at-large on the local level, each regional office also elects a representative from their Council.  Meeting three times a year in various sites across the country, the AeA Board is a leader in the Association's success and direction.  


Deirdre Hanford

Deirdre Hanford is the Chairperson of the AeA Board of Directors and the Senior Vice President, Global Technical Services at Synopsys, Inc. 

At Synopsys, her organization’s mission is to ensure the successful adoption of the company's technology into customers' demanding environments.  Having earned a BSEE from Brown University and an MSEE from U.C. Berkeley, Ms. Hanford joined Synopsys in 1987 and has held a variety of positions, including leadership roles in applications engineering, sales & marketing. 

In 2001, Ms. Hanford was a recipient of the YWCA Tribute to Women and Industry (TWIN) Award.  That year she also received the Marie R. Pistilli Women in EDA Achievement Award.  She currently sits on the Technical Advisory Board for the University of California at Berkeley College of Engineering.

Board Finance & Business Policy Committee

To promote the most favorable financial environment for high-technology companies, including Federal fiscal policy, equity debt markets, securities regulation, taxation (tax reform), accounting and corporate governance.  The committee considers issues which include tax and accounting, medical technology, and government business.

Board International Policy Committee

To provide guidance and oversight for AeA efforts to influence the development and implementation in the U.S. and abroad of policies, regulations, and trade-negotiating strategies which (1) facilitate the export of U.S. high-tech products and services, and (2) enhance investment opportunities and commercial operations in foreign markets.

International Government Affairs Committees


If your company sells or operates in foreign markets, AeA’s international trade committees and work groups will enhance your company’s ability to remain updated and have an impact on legal and regulatory changes affecting your company’s ability to access and compete in foreign markets. Participation is open to any AeA member company, and there is no limit to the number of employees per company who sign up.

AeA International Policy Advisory Committee

The IPAC is made up mainly of senior executives, government affairs representatives, or those within member companies with an interest in international trade and investment issues.

AeA regularly provides the IPAC pertinent information on international trade, investment, or political developments and policy issues to improve understanding of the broader context in which our member companies operate.

The IPAC regularly meets in AeA’s Washington, DC office to provide guidance to AeA staff on key international issues and to provide a forum for member companies to share insights on U.S. and foreign market international trade and investment policy developments.

While the IPAC provides big-picture guidance, the issue-specific committees described below handle the more detailed work on key issues.

AeA China RoHS Steering Committee

The AeA RoHS Steering Committee is a private group of AeA member companies and other industry leading manufacturers.  With expertise gained from leading the U.S. tech industry’s RoHS efforts in Europe for over 10 years, AeA has communicated a message of harmonization, ease of product introduction and technically and economically realistic compliance requirements. 

By prioritizing our efforts in China and holding various forums, meetings and exchanges AeA's China RoHS Steering Committee has successfully forged relationships that have allowed companies the opportunity to directly communicate comments, concerns, and proposals in key issues.  AeA leads U.S. tech industry efforts in China on the “RoHS” regulation. 

This specialized steering committee directs AeA's efforts on China RoHs and thus, unlike all other AeA committees, is in excess of general AeA membership.

AeA China Work Group

The AeA China Work Group meets in Washington, DC, on an as-needed basis and coordinates closely with the U.S. Information Technology Office (USITO), AeA’s shared office in Beijing. Most meetings have a conference call hook-up for those Work Group members outside the Washington, DC area. Member company representatives signed up for this committee regularly receive information via email on economic and trade developments in China.

The Work Group will, in coordination with USITO, monitor China’s implementation of its commitments to the World Trade Organization. The Work Group also coordinates with USITO on preparation of industry comments for submission to the Government of China during its development of new laws and regulations that impact the high-tech sector.

The Work Group works with officials in the U.S. Government to assist their understanding of developments in China that impact the high-tech sector.

The Work Group holds occasional programs at AeA on political and economic developments in China. This would include inviting visiting Chinese officials to address the group, and meeting regularly with the Chinese Embassy Commercial Minister in Washington, DC.

AeA annually leads a delegation of AeA member-company executives to China.

AeA Customs Committee

THE ONLY customs working group in the U.S. high-tech sector and has been so recognized by U.S. government agencies, which use the committee in a sounding-board capacity and for substantive advice.

The committee both monitors and actively seeks to shape developments related to the administration of both U.S. and foreign customs procedures. To assist in this effort, AeA staff regularly sends committee members via email pertinent trade articles, regulation changes, legislative developments, and other compliance-related information.

Committee meetings are held quarterly and at no charge, rotating between AeA’s Washington, DC office and a West Coast location. These meetings discuss key issues and hear insights from senior government officials (both U.S. government and foreign embassy representatives) and congressional staff.

Between meetings there are frequent conference calls with participation from around the country to discuss issues being addressed by the Committee’s working groups.

Current working groups cover the following: classification, compliance assessment measures/measurement, customs automation, entry revision project, World Trade Organization’s Information Technology Agreement, Kyoto Convention on Customs Harmonization and Simplification, rules of origin, and World Customs Organization (WCO).

Participation in the committee and/or inclusion on the committee’s information distribution list is open to any AeA member company representative.

AeA Export Controls Committee

One of the largest, longest standing, and active committees in AeA, it both monitors and actively seeks to shape regulatory and legislative developments related to the U.S. export licensing system.

To accomplish this, AeA staff regularly sends committee members via email pertinent trade articles, regulation changes, legislative developments, and other compliance-related information.

Committee meetings are held quarterly and at no charge, rotating between AeA’s Washington, DC office and a West Coast location. These meetings discuss current problems and hear insights from senior government officials (both U.S. government and foreign embassy representatives) and congressional staff.

Between meetings there are frequent conference calls with participation from around the country to discuss issues being addressed by the Committee’s working groups.

Current working groups cover the following: computer controls, deemed exports, electronic commerce, encryption, Enhanced Proliferation Control Initiative (EPCI), and the Shipper’s Export Declaration/Exporter of Record (SED/EOR).

Participation in the committee and/or inclusion on the committee’s information distribution list is open to any AeA member company representative.

AeA India Workgroup

The AeA India Work Group was established in response to strong member support for AeA to play a more active role on policy issues related to India and to provide a venue for members to exchange information and experiences related to doing business in India.

The Work Group focuses on issues related to intellectual property rights, export controls and building India support for action in the World Trade Organization on high-tech tariff reductions.

The Work Group regularly meets in AeA’s Washington D.C. office and actively communicates via email between meetings.

AeA International Environment Committee

This committee focuses on environmental and technical regulations affecting products sold in the European Union (EU) and China.

In coordination with the AeA Europe office in Brussels, and the U.S. Information Technology Office (USITO) in Beijing, the Work Group shares information daily via email concerning several, specific regulatory efforts, including:

  • The European Restrictions on the Use of Hazardous Substances (ROHS) Directive;

  • The European Waste Electrical and Electronics Directive (WEEE);

  • The pending Chinese Management Methods on the Prevention and Control of
    Pollution Caused by Electronic Information Products;

  • The pending Chinese Management Regulations on Recycling and Treatment of Waste
    and Used Household Electrical and Electronic Products.

The Committee develops position papers on the issues above and transmits those positions to the appropriate lawmakers.

The Committee works closely with U.S. Government officials in Washington, DC, Brussels and Beijing, informing them of industry’s impressions of regulatory actions.

AeA-led trips to Brussels with a delegation of AeA member company reps also occur,
when appropriate.

Federal Government Affairs Committees

National Government Affairs Committee

The AeA National Government Affairs Committee is an advisory committee to the Board.  It helps to coordinate and synchronize AeA's worldwide public policy resources to maximize the effectiveness of AeA's efforts on global legislative and regulatory issues which are of greatest concern to high-tech companies at the international, federal and state levels.

Specifically, the committee:

  • Examines in detail issues related to AeA public policy priorities.

  • Advises and assist the Board in identifying emerging trends and issues of greatest urgency to the high-tech industry and propose methods to best address those issues.

  • Evaluates and recommend to the Board alternative strategies and plans, once they have been agreed upon by the Board in concert with AeA's public policy resources.

  • Promotes public and government understanding and awareness of the AeA and its programs.

AeA National E-Commerce Committee

The AeA National E-Commerce Committee works with U.S. Congressional legislatures to ensure that online consumer issues are addressed in a full and thorough manner. Issues include Online Privacy, Online Child Safety, Spam, Spyware, Database Breach legislation, Phishing, and Pharming.

Education Committee

The AeA Education Committee is comprised of the high-tech leaders of AeA's member companies and focuses on federal education legislative and regulatory matters.

A highly educated workforce is critical to ensuring the continued competitiveness of American high-tech companies. Unfortunately, our nation’s education system is falling short in preparing students in mathematics and science. For example:

  • In the Third International Math and Science Study (TIMSS), American 12th graders rank near the bottom of international math and science testing scores.
  • The number of American students graduating with electrical engineering, mathematics, engineering technology and physics degrees has decreased every year since 1985.
  • The Bureau of Labor Statistics estimates that four of the top five employment growth fields will require a bachelor’s degree in technical studies such as mathematics or computer science.

Unless our nation’s K-12 math and science education improves, many current students will be unable to take advantage of the high paying jobs created by the high-tech industry.

To address this problem, AeA is working to increase funding to programs that can improve math and science achievement in grades K-12. One program – the Math/Science Partnership – gives AeA members the ability to work in their local school districts to improve math and science achievement. AeA is leading the high-tech industry’s efforts to increase funding for this important program.

Human Resources /  Workforce Committee

The AeA Human Resources / Workforce / Education Committee is comprised of the Human Resources professionals and high-tech leaders of AeA's member companies and focuses on federal HR legislative and regulatory matters.

AeA supports HR proposals that help high-tech employees and their companies by:

  • Ensuring that the high-tech industry has sufficient numbers of qualified workers
  • Lobbying against blacklisting regulations
  • Supporting an ergonomics standard based on sound science

RFID Committee

The AeA RFID Committee helps AeA member companies keep on top of important RFID related policy issues both federally and in the states.  In addition, the RFID Committee helps steer important events that keep Congress, the Administration, State Legislators, and industry abreast of new RFID developments.

A subcommittee also focuses exclusively on RFID legislative and regulatory issues in the State of California.

Sarbanes-Oxley Section 404 National Steering Committee

California State Government Affairs Committee (SGAC)

AeA's California SGAC is a state-specific government affairs committee that governs AeA's public policy action in California. Florida State Government Affairs Committee

Georgia Technology Leadership Coalition Committee

State Policy Action Network (SPAN)

The AeA State Policy Action Network (SPAN) is a semi-annual meeting of high-tech state government affairs professionals from across the nation that gather to share the latest news from state legislative sessions and to strategize for the future.  Members discuss important issues surrounding high tech at the state level and how to focus AeA's State Government Affairs program to address their legislative needs.

Texas Public Policy Committee

For 15 years, the AeA Texas public policy committee has advocated for public policy issues on behalf of the technology industry.  From state tax policy, to state regulations, to education and workforce development policies, AeA Texas has a track record of successfully strengthening the position of Texas and U.S. high-tech companies through public policy advocacy.
