AeA focuses mainly on policy that has a direct
impact on technology business. AeA MT States Council focuses on
legislative activities in Colorado, Utah and Wyoming – with the majority
of work in Colorado due to its five-month session.
In 2006, legislation of interest for AeA within the Colorado General
Assembly advanced on many fronts. AeA’s lobbyists took direct action
working on supporting bills and providing amendment language. Here is a
list of bills plus the outcomes:
• HB 1011 - Internet Crimes Against Children (McClusky/Sandoval):
Organized industry coalition to offer amendments addressing storage and retrieval of
transactions. Bill passed with AeA coalition amendments and was signed by
the Governor on June 7, 2006.
• HB 1095- Preference Purchase Environmental Products (Weissmann/Hanna):
AeA testified in opposition and it was vetoed by the governor.
• HB 1119- Notify Personal Information Security Breach
(Marshall/Keller): AeA testified in support of industry coalition
amendments.
• HB 1157 - IT Security of Communication and Information in Public Agencies
(Coleman/May R.): successfully passed. AeA supported this bill as it was
written.
• HB 1314- Prohibit Employer Mandated Communication (Cerbo/Tochtrop):
was vetoed. AeA opposed the Bill as part of a broad business coalition which prohibits
employers from requiring employees to attend or participate in any
communication with the employer for the purpose of which is to express the
employer’s opinion about religious or political matters.
• SB 063- IT Procurement (Teck/Weissmann): AeA supported this Bill.
The senate concurred with House amendments in which the Procurement of
Information Technology Systems Bill was passed on June 6th, 2006.
• SB 064- Vendor Perform State Contracts (Groff/Garcia): AeA
opposed Bill due to vague provisions.
• SB 149- OIT & IMC (Coleman/ May R.): Restructuring provides increased security for the state’s computer
systems by providing greater authority to the Governor’s Office of
Information Technology. AeA
supported SB 149, which would restructure these two entities and provide
for increased security for the state’s computer systems by granting
greater authority to the Governor’s Office of Information Technology.
The Utah General Assembly also addressed the following bill:
• SB 69 – Protection of Information in Consumer Credit Databases
(Walker/Clark): Substitute bill provided and circled through the
senate after 2nd reading.
