This has been a very successful and
productive summer for
AeA's Government
Procurement Initiative. After hosting
over 550 guests at our annual
Technology
for Government Dinner on June 7, we've
moved forward with some big events focusing
on federal, state, and local government
procurement. Here's an update and
some key announcements.
Federal Market:
Government-Industry Executive Interchanges
On Wednesday, August 23, AeA hosted our
Third Annual Government-Industry Executive
Interchange at the International Spy Museum
in Washington, DC. This event was a
huge success with over sixty senior leaders
in government and the tech industry sharing
best practices on performance based
contracting and enterprise architecture.
The event opened with a welcome from
William T. Archey, President & CEO, AeA, (bio)
before Timothy K. Young, Associate
Administrator of E-Gov and Information
Technology, Office of Management and Budget
(OMB), outlined President Bush's $64B 2007
IT Budget. This is a three-percent
increase from last year with key
expenditures focusing on Homeland Security
(21% increase) and health related IT
investment (5.3% increase) such as biosurveillance, electronic health records,
chronic care delivery, and consumer
empowerment.

Federal & State Market: AeA
Unveils Upgraded Tracking Tool
State government procurement was one of
the key policy issues discussed at the
semi-annual
AeA State Policy Action Network (SPAN)
Conference, held on August 14-15th
in Nashville, Tennessee. Upgrades to
AeA's Bill Tracking System were unveiled
that included the ability to search for
state and federal government legislative
and regulatory procurement issues.
Additionally, AeA members and staff
developed a new committee, designed to
address legislation affecting procurement,
such as Terms & Conditions, as well as CIO
purchasing authority. For more

Motorola Hosts AeA Trade Compliance
Seminar |

On Thursday,
August 17, thirty-five trade compliance
professionals from the Chicago area
participated in a half-day program on
customs and export compliance best
practices at Motorola’s corporate
headquarters in Schaumburg, IL. After Jim
Wyatt, Director of Global Trade Compliance,
Motorola, kicked off the event, the
attendees heard from two panels at this
first annual Midwest Council event.
The first
panel discussed customs compliance issues
with representatives from AeA; Applied
Materials; Gardner, Garton & Douglas; and
U.S. Customs and Border Protection sharing
expertise and best practices. The second
panel focused on export compliance issues
and included speakers from AeA, Baker &
McKenzie, Motorola, and the U.S. Department
of Commerce.
In addition
to best practices in trade compliance,
speakers and attendees discussed the use of
global trade and Enterprise Resource
Planning (ERP) systems, the Automated
Commercial Environment (ACE), the impact of
Sarbanes-Oxley (SOX) on internal
international trade controls, the U.S.
Department of Commerce proposed rule on
exports to China, and other hot trade

R&D
Tax Credit Update and Outlook |
|

Efforts to
seamlessly extend and strengthen the
R&D
tax credit before the August Congressional
recess failed. We had expected the
credit to be included as part of the recent
pension bill; however, the credit ended up
being attached to the Estate Tax and
Extension of Tax Relief Act of 2006, also
known as the "trifecta" bill.
Although the House passed this bill before
leaving for the August recess, the Senate
was unable to do so. Senate Majority
Leader Bill Frist (R-TN) has stated that he
expects to bring this bill up again in
September and that sentiment was reiterated
during a recent AeA lunch with
Senator Elizabeth Dole's (R-NC)
Chief of Staff, Greg Gross.
To keep
pressure on Congress to pass a seamless
extension of a strengthened credit in
September, AeA will be releasing its latest
Competitiveness Series paper on
the R&D tax credit when Congress returns
after Labor Day. This paper will be
sent to the House and Senate leadership,
members of the House Ways and Means and
Senate Finance Committees, all other
members of the House and Senate, lobbyists
for high-tech companies, and the press.

Network (SPAN) Conference in

State government affairs professionals from

Since the creation of the R&D tax
credit in 1981, domestic spending on
research and development has
proportionally shifted away from
government and toward private
industry. In 1981 government and
industry spent roughly the same amount
of total dollars on R&D. Since then,
the gap has widened significantly.
In 2004, U.S. industry spent more than
twice that of the U.S government.
To provide
further analysis of the R&D tax
credit, AeA will be releasing a new
Competitiveness Series
report entitled, Strengthen the R&D Tax
Credit and Make It Permanent, when
Congress returns from its Labor Day
break in September. This
report will exam the U.S. R&D tax credit
in the context of American innovation
and global competition.
