Federal, State, and Local Government Business Opportunities

This has been a very successful and productive summer for AeA's Government Procurement Initiative.  After hosting over 550 guests at our annual Technology for Government Dinner on June 7, we've moved forward with some big events focusing on federal, state, and local government procurement.  Here's an update and some key announcements.

Federal Market:  Government-Industry Executive Interchanges
On Wednesday, August 23, AeA hosted our Third Annual Government-Industry Executive Interchange at the International Spy Museum in Washington, DC.  This event was a huge success with over sixty senior leaders in government and the tech industry sharing best practices on performance based contracting and enterprise architecture. 

The event opened with a  welcome from William T. Archey, President & CEO, AeA, (bio) before Timothy K. Young, Associate Administrator of E-Gov and Information Technology, Office of Management and Budget (OMB), outlined President Bush's $64B 2007 IT Budget.  This is a three-percent increase from last year with key expenditures focusing on Homeland Security (21% increase) and health related IT investment (5.3% increase) such as biosurveillance, electronic health records, chronic care delivery, and consumer empowerment.

Federal & State Market:  AeA Unveils Upgraded Tracking Tool
State government procurement was one of the key policy issues discussed at the semi-annual AeA State Policy Action Network (SPAN) Conference, held on August 14-15th in Nashville, Tennessee.  Upgrades to AeA's Bill Tracking System were unveiled that included the ability to search for state and federal government legislative and regulatory procurement issues.

Federal, State, & Local Markets:  Deputy CIO of U.S. Army to Speak at AeA New England Event
Register today for AeA New England's Conference What, Why & How Government is Buying, at the Volpe National Transportation Systems Center in Cambridge, MA, on Friday, September 15. 

The morning session of the event will focus on doing business with the Federal Government.  Speakers include:

Local Market:  Broward County CIO to Discuss FY07 Buying Trends in Florida
Continuing the success of the AeA Florida Council CIO Series, AeA will be hosting an event with Nicole O. Fontayne, Chief Information Officer, Broward County, FL; Kevin Bott, Chief Information Officer, Ryder System, Inc. and Michael McKiernan, Director of IT Strategy, Citrix Systems, Inc. on Tuesday, September 26.  Get the inside scoop on the 2007 IT Buying trends for the second largest county in all of Florida.

International Issues Affecting Your Bottom Line

Motorola Hosts AeA Trade Compliance Seminar

On Thursday, August 17, thirty-five trade compliance professionals from the Chicago area participated in a half-day program on customs and export compliance best practices at Motorola’s corporate headquarters in Schaumburg, IL. After Jim Wyatt, Director of Global Trade Compliance, Motorola, kicked off the event, the attendees heard from two panels at this first annual Midwest Council event.

The first panel discussed customs compliance issues with representatives from AeA; Applied Materials; Gardner, Garton & Douglas; and U.S. Customs and Border Protection sharing expertise and best practices. The second panel focused on export compliance issues and included speakers from AeA, Baker & McKenzie, Motorola, and the U.S. Department of Commerce.

In addition to best practices in trade compliance, speakers and attendees discussed the use of global trade and Enterprise Resource Planning (ERP) systems, the Automated Commercial Environment (ACE), the impact of Sarbanes-Oxley (SOX) on internal international trade controls, the U.S. Department of Commerce proposed rule on exports to China, and other hot trade issues. R&D Tax Credit Update and Outlook

Efforts to seamlessly extend and strengthen the R&D tax credit before the August Congressional recess failed.  We had expected the credit to be included as part of the recent pension bill; however, the credit ended up being attached to the Estate Tax and Extension of Tax Relief Act of 2006, also known as the "trifecta" bill.  Although the House passed this bill before leaving for the August recess, the Senate was unable to do so.  Senate Majority Leader Bill Frist (R-TN)  has stated that he expects to bring this bill up again in September and that sentiment was reiterated during a recent AeA lunch with Senator Elizabeth Dole's (R-NC)  Chief of Staff, Greg Gross.

To keep pressure on Congress to pass a seamless extension of a strengthened credit in September, AeA will be releasing its latest Competitiveness Series paper on the R&D tax credit when Congress returns after Labor Day.  This paper will be sent to the House and Senate leadership, members of the House Ways and Means and Senate Finance Committees, all other members of the House and Senate, lobbyists for high-tech companies, and the press.

State Issues Affecting Your Bottom Line

50+ Attend AeA State Policy Action Network (SPAN) Conference in Tennessee

State government affairs professionals from AMD, Cisco, Dell, eBay, HP, Microsoft, Motorola, National Semiconductor, Philips, Research in Motion, QUALCOMM, Sun, Yahoo!, and many other AeA member companies attended the semi-annual AeA/SGA's State Policy Action Network (SPAN) Conference between August 14-15th in Nashville, Tennessee.

Key Policy issues discussed included:

Timed to coincide with the National Conference of State Legislature's (NCSL) 32nd Annual Meeting, recap the 2006 legislative session, and plan for the upcoming 2007 session; this has become a must-attend conference for all state policy professionals.

2006 AeA/Stanford Executive Institute Draws 85 High-Tech Executives

William T. Archey, President & CEO, AeA (bio), addressed 85 senior technology leaders attending the 32nd annual AeA/Stanford Executive Institute at Stanford University, August 13-24th.  Mr. Archey shared insight into technology oriented federal, state, and international policy and pending legislation involving net neutrality, RFID, environmental standards, and intellectual property protection.

In addition to examining technology business cases, and learning business and leadership tactics from renowned Business and Engineering faculty, attendees heard from several industry CEOs.  Network Appliance CEO, Daniel Warmenhoven (bio) discussed how to target clearly defined market segments in order to sustain high revenue growth.  Plantronics' Director and Chairman, Marv Tseu (bio), shared how making minor adjustments to supply chains can help minimize the impact of import/export taxes, and regulations and keep you one step ahead of the competition.

AeA and Stanford University honored Bill Jasper, President, Director and CEO of Dolby Laboratories (bio), by presenting him with the 2006 AeA/Stanford Executive Institute Alumni of the Year Award.  Mr. Jasper encouraged leaders in technology to find balance, become involved in their community, and to continue to learn throughout their career.

U.S. Industry Spends 2X More on R&D Than U.S. Government

Since the creation of the R&D tax credit in 1981, domestic spending on research and development has proportionally shifted away from government and toward private industry.  In 1981 government and industry spent roughly the same amount of total dollars on R&D. Since then, the gap has widened significantly.  In 2004, U.S. industry spent more than twice that of the U.S government.

To provide further analysis of the R&D tax credit, AeA will be releasing a new Competitiveness Series report entitled, Strengthen the R&D Tax Credit and Make It Permanent, when Congress returns from its Labor Day break in September.  This report will exam the U.S. R&D tax credit in the context of American innovation and global competition.

Jeannine Seremi-Banayat is the Director of Executive Education and Affinity Programs for AeA and manages both the AeA/Stanford Executive Institute and the AeA/Santa Clara University Management Development Program for leaders in technology.  Jeannine utilizes feedback from HR representatives, program alumni and university faculty to ensure that these courses continually address the needs of high-tech executives.

In addition, Jeannine manages AeA’s partnerships with Hertz, Avis, Partnership (freight), and ACT Teleconferencing, and works with a team of AeA council staff to develop new member benefit programs.

Before joining AeA, Jeannine worked with Kaplan Test Prep designing training programs for companies and universities throughout the northwest.  She also served as an export promotion specialist with the District Export Council, a nonprofit off-shoot of the U.S. Department of Commerce.

Jeannine holds a B.A. in International Relations from the University of California at Davis, and is earning her M.B.A at the University of California at Berkeley.  When not studying, she can be found enjoying California's coastline with her husband Ed and rambunctious American Eskimo, Elko.
