AeA New Report Shows U.S. Technology Exports Up by $21B in 2007

On July 17, AeA published its first edition of Trade in the Cyberstates 2007: A State-by-State Overview of High-Tech International Trade.  It provides new 2006 data on high-technology trade at the national level and for all 50 states, the District of Columbia, and Puerto Rico.  The report is a partner to AeA’s annual flagship publication, Cyberstates, which examines national and state high-tech industry employment, wages, establishments, payroll, research and development (R&D) expenditures, and venture capital investments.

We decided to publish the high-tech trade data in a separate report because it allows us to provide a much more detailed and comprehensive picture of the growing importance of trade in our national and global economy.  We believe that an understanding of the magnitude and direction of high-technology trade flows can help inform public policy at a time when U.S. lawmakers are considering passage of a number of bilateral Free Trade Agreements (FTAs) and when U.S. negotiators are trying to revive multilateral trade talks in the Doha Round of the World Trade Organization (WTO).

Trade in the Cyberstates 2007 relies on official import and export data from the U.S. Bureau of the Census.  The import data includes “intra-company” transfers, which are U.S. production facilities overseas shipping finished products back to the United States.

U.S. high-tech exports totaled $220 billion in 2006, increasing 10 percent from $199 billion in 2005.  Tech exports rose over the last four years and remained the single largest merchandise export sector in the United States, representing 21 percent of total U.S. exports.

Thirty-eight cyberstates saw tech export growth between 2005 and 2006.  The largest growth was in Texas, California, Oregon, Arizona, and Florida, as measured by dollar increase.  California was the leading high-tech export state with $51.8 billion in exports in 2006, followed by Texas with $38.6 billion.  Florida, Massachusetts, and New York rounded out the top five.  The largest decrease in exports occurred in Vermont, declining by $533 billion in 2006.

Trade in the Cyberstates 2007 also looks at the concentration of tech exports state by state. As a percentage of total exports, Vermont had the highest concentration --- 79 percent of its exports came from the high-tech industry. High-tech accounted for more than 50 percent of total exports in New Mexico, Idaho, and Colorado.

The data show unequivocally that high-tech trade is a critical component of our national economy and of the economies of each and every state.  This report provides 52 state overview pages that highlight each state’s high-tech exports, with detailed data on historical export trends, exports by individual tech sector, tech export concentration, and leading export destinations by country.
These overview pages also detail the number of jobs in each state that are supported by high-tech exports.  Trade also supports domestic jobs.  The U.S. Department of the Census finds that U.S. high-tech exports support 684,000 domestic jobs.

Opening new markets to trade and expanding existing markets is critical to maintaining American competitiveness in a global marketplace.  Trade contributes greatly to economic growth and prosperity both domestically and worldwide.  It opens markets to exports that support hundreds of thousands of jobs in the United States, and it saves money for American consumers by allowing in low cost goods from around the world.

We hope that this report highlights the importance of high-tech trade to our economy and convinces policymakers and opinion leaders of the need to support lowering trade barriers wherever and whenever possible.

Sincerely,

William T. Archey

U.S.-India Industry Meeting Co-Chaired by AeA Submits Recommendations to ICT Dialogue on Bilateral Economic Issues

On July 12, AeA participated in the U.S.-India ICT Dialogue which is an initiative organized under the umbrella of the U.S.-India Economic Dialogue by the US Department of State.  AeA, in cooperation with ITAA, co-chaired the Information Technology Subgroup, which was one of the three industry subgroups meeting that day to discuss issues related to the bilateral economic relationship between the two countries.

Over 120 representatives from U.S. and Indian industries attended this meeting, which developed joint industry recommendations to the government representatives.  Participating government agencies included the U.S. Department of State, U.S. Department of Commerce, USTR, FCC, the Indian Ministry of Communications and Information Technology, Indian Ministry of Media and Broadcasting and others.  Under the IT subgroup dialogue the U.S. industry raised issues related to the excessive CVDs and excise duties on packaged software, extending benefits for Software Technology Parks, increased cybersecurity cooperation, amendments to the Indian IT Law Act and education verification for employees in India.  Indian industry raised issues related to enhancing research collaboration, improving access to U.S. work visas and consideration of a totalization agreement.  U.S. and Indian industry representatives submitted agreed written recommendations to the U.S. and Indian governments for their consideration.

AeA will continue working within the ICT Dialogue to address issues our companies face in India and we welcome suggestions for the issues to be raised at the upcoming meeting in December in New Delhi, India. The recommendations submitted to the government representatives at the July 12 meeting can be read online or for more information about this meeting and the U.S.-India ICT dialogue, please contact Michaela Muranova Chen at 202.682.4445 or Rob Mulligan at 202.682.4452.

AeA Launches Grassroots Initiative on High Skilled Visa Reform -- Get Involved Today!

As Congress adjourns for its summer recess it is critical that we mobilize and energize AeA's grassroots network to lobby Senators and Congressmen on the H-1B/green card issue while they are back at their district offices.  The overall immigration bill is dead, but our efforts and attempts to get changes to current law governing H-1Bs and green cards are still very much alive.  AeA strongly feels that our companies cannot wait until 2009 when another immigration bill will be debated, therefore we're asking for your participation in telling your company's story today.

What the industry needs is a strategic and national effort to persuade legislators of the importance of the shortage of H-1Bs and green cards and how this directly affects business operations.  There are different vehicles that we can use but mostly we need your voice -- especially if you're from a small or medium sized company -- to demonstrate to Members of Congress how critical it is for your company to recruit the best and brightest from around the world.

Getting this message out in the home district is demonstrably more effective than doing it here in Washington.  We also need to fill the void whereby members of the Congress have stated “I never hear from small and medium size companies. I only hear from the big guys.”

If you would like to get involved to volunteer and tell your company's story, please contact your local council executive director or Alan Vazquez, Manager/Counsel, Domestic Policy, at 202.682.4439.

State Issues Affecting Your Bottom Line

AeA Active in State Legislatures on RFID, Data Protection, E-Waste, and more...

As the U.S. Congress creeps closer to its August recess, AeA continues to advocate in various state legislatures that are still in session for issues of importance to the tech community.  Here's a snapshot of some of the key issues that we've been working on this past month.

For more information on activity across the states or to get involved with AeA's State Government Affairs contact Ben Aderson, Manager/Counsel, State Government Affairs and Technology Policy, at 202.682.4428 or benjamin_aderson@aeanet.org.

AeA is proud to be an association sponsor for RFID World: Boston, which will focus on the issues of security, privacy and authentication.  This educational business and technology conference delivers the practical answers and realistic information about the issues affecting the growth of RFID in the months and years ahead.

Companies will gather together to discover and improve solutions that will either protect their brand, curtail counterfeiting, protect consumers, or comply with ePedigree regulations.

At the conference AeA's Ben Aderson will present a keynote address on, "How Government Policy Affects RFID: The Good, The Bad, and The Bizarre."  While some policymakers and consumers are well-informed about the benefits of RFID, many misunderstand how the technology can be used.  Legislation has been introduced that restricts government procurement, forces products with an RFID tag to be labeled, and bans RFID tags altogether. The consequences of poor policy can be devastating to the industry and impede product sales.  This session will address how industry can help policymakers and consumers better understand RFID in order to prevent harmful regulation and take advantage of government's interest in using the technology.

AeA & Adobe Host Seminar on Best Practices in Implementing a Corporate Wellness Program to Reduce Healthcare Costs

Event speakers and sponsors Betty Baker, AeA; Kym Walther, UHC; Seth Serxner, Mercer; Sherri Hoff, Adobe;
Elena Culver, Keypoint; Christine Chen, Keypoint;  and Jason Froggatt, Davis Wright Tremaine LLP (L-R)

The AeA Silicon Valley/Northern California Council in partnership with Adobe Systems Incorporated, UnitedHealthcare, Keypoint Credit, and Mercer Consulting Union held a half-day seminar on Best Practices in Implementing a Corporate Wellness Programs to Reduce Healthcare Costs on July 19 at Adobe's headquarters in downtown San Jose.

Sherri Hoff, Director of Global Benefits for Adobe, shared with attendees, who represented small, medium, and large technology companies, Adobe's three-pronged approach to wellness:

  • Health Wellness;
  • Psychological Wellness; and
  • Financial Wellness.

Within these three areas, Adobe has built and is continuing to develop programs to address not only the needs of their U.S. employees, but their overseas employees as well. Some of these programs include an on-site farmer's market, on-site biometric screenings, and healthy economic food options in their on-site Cafes.

Attendees heard about a number of low-cost to no-cost resources for creating and implementing a Corporate Wellness Program from Kimberly Walther, Wellness Director for UnitedHealthcare. In particular, community organizations such as the American Heart Association or the American Diabetes Association, which have extensive knowledge around wellness and disease prevention, are a great resource for speakers for on-site lunch 'n learn programs. Furthermore, these organizations often hold walk-a-thons and other such recreational fundraisers that are opportunities for employers to engage their employees in the community, support a good cause, and support the health of their employees.

Additional speakers included Jason Froggatt, Partner with Davis Wright Tremaine, who covered the legal opportunities of HIPAA; and Seth Serxner, Senior Consultant for Mercer Consulting, who discussed a "Value on Investment" approach for management when drafting a wellness policy.
