The Future of American Competitiveness
It has been five months since AeA released its report
Losing the Competitive Advantage? and as I alluded to back in February this issue would gradually become more and more important in official Washington. It has. The main premise of the report states that even if the United States were doing everything right, the world still poses unprecedented competitive challenges. But we are not doing everything right.
U.S. leadership in technology and innovation has benefited from years of continual investment in education and research. We are no longer maintaining this infrastructure. The United States is not preordained to lead the world in economic or technological advancements; we constantly have to work at it. Yet, current public policy is not working on it, and worse still, few Americans fully understand the scope of the changes reshaping the world.
Slowly this may be changing. AeA has briefed members on both sides of the aisle to bring this issue to light and it is clear that recognizing the competitive challenges before us is becoming increasingly bipartisan.
AeA has met with countless congressional leaders and
has been to the White House for several briefings with aids to the President and the Vice-President.

(D-CA), who truly recognizes this issue and it’s full importance to her constituents in Silicon Valley, invited me speak in front of the entire California Democratic Caucus, including
House Minority Leader Nancy Pelosi (D-CA) on Wednesday, June 15, 2005.
Along with three other trade associations, AeA was invited to join the efforts of
Reps. Frank Wolf (R-VA),
Sherwood Boehlert
(R-NY), and Vernon Ehlers (R-MI) to organize a global competitiveness summit this fall.
Our intent since publishing this report was to put more emphasis on explaining the nature of the competitiveness problem, rather than the recommendations. We believe we have greatly raised consciousness of the issue and come the fall we also believe it will become a primary focus of official Washington.

INTERNATIONAL ISSUES AFFECTING YOUR BOTTOM LINE

AeA Publishes Paper on Benefits of U.S. - Central America Free Trade Agreement to Build Support for Congressional Approval
|
|
|
As Congress moves into the final stages of voting on the
U.S. – Central America Free Trade Agreement (CAFTA), AeA has contributed to the high-tech industry lobbying effort in support of CAFTA with a paper highlighting the growth in U.S. high-tech exports to the CAFTA markets and the potential for expansion under the agreement. The report points out that the U.S. tech sector exports more to Central America than to Australia, Italy, or India. In fact, of the over 200 countries the U.S. export to, only 17 were larger export destinations for tech products than CAFTA. With the doubling of tech exports to the region in the last seven years, even greater export activity in computers, cell phones, routers, peripherals, and servers would be expected as tariffs are eliminated on tech products under CAFTA. Following successful action in two key Congressional committees on preliminary review of CAFTA, the Administration has decided to move forward with final approval of the treaty. On June 23, 2005 President Bush sent CAFTA implementing legislation to Congress. Under the rules for Trade Promotion Authority, this starts a process requiring action by Congress within 90 days for or against the legislation. No amendment of the legislation is permitted. The Senate Finance Committee is expected to vote on the legislation by June 28, 2005 moving it to the full Senate for approval in the next few weeks. There are still questions whether supporters have enough votes in the House to pass the legislation. Timing of action there will depend on when Republican leaders feel they have the votes to get approval. The Administration continues to work with Congressional critics over sugar, textile and labor provisions to discuss ways to address their concerns and gain additional support. AeA is working with the rest of the business community to press undecided members, especially those with high-tech companies in their districts, to support CAFTA. AeA Board Lobbies Capitol Hill on CAFTA, Immigration, & Competitiveness
|
|
|
AeA Board Members from around the country held 25 meetings with Members of Congress and the Administration to discuss the
United States’ competitiveness in the global
marketplace, and to urge Congress to lower immigration restrictions for high-skilled worker (H-1B Visas) and pass the
Central America Free Trade Agreement (CAFTA) on June 8, 2005. That same week guest speakers William McDonough, Chairman,
PCAOB; Rep. Sherwood Boehlert (R-NY), Chair of the House Science Committee;
Rep. George Miller (D-CA), Ranking Member of the House Education & Workforce Committee;
Rep. David Drier (R-CA);
Rep. Anna Eshoo (D-CA) and others also addressed the board.
In addition to the meetings, board members and guests were invited to the Canadian Embassy for a reception sponsored by the
Ciena Corporation on June 7; and
AeA’s Annual High Tech Government Dinner on June 8. Anne M. Mulcahy, Chairman and CEO,
Xerox, delivered the keynote address at the annual dinner attended this year by over 500 government, congressional, and industry guests on the issue of competitiveness.
Specifically, Mulcahy spoke (download
speech) on the importance of research and development (R&D) for Xerox, the role it has played in the revitalization of company over the past two years, and how investments in R&D and
math and science education initiatives by the federal government are critical to the United States’ competitiveness in the global marketplace.
“America itself is failing to invest in our own future and to nurture our own technological infrastructure – the very infrastructure that has propelled us to world economic leadership,” said Mulcahy. “If we won’t start to address the issue now, we run the very real risk of losing our world leadership. And no one sector can fix the problem alone. It’s the shared responsibility of business, government, and education.”
Prior to the dinner, AeA members met with leading officials of the Federal government and Congress, including General Steven Boutelle, Chief Information Officer, U.S. Dept. of the Army; Scott Charbo, Chief Information Officer, Dept. of Agriculture; Scott Hastings, Chief Information Officer, Dept. of Homeland Security, U.S. Visit; and Bruce James, The Public Printer, U.S. Government Printing Office.
The busy week was sealed by David Safavian, Administrator, OMB Office of Federal Procurement Policy keynoting a government
procurement roundtable focusing on expected FY06 IT trends. Additional speakers came from GSA SmartBUY, GAO, Navy, and
FSI (Federal Sources,
Inc.).

- Tech Trust Coalition Formed to Fight RFID Bill in California
|
|
|
AeA’s State Government Affairs office (formerly known as the State Policy Action Network) has recently created an ad hoc consortium of American businesses and trade associations to promote good consumer privacy practices within high-tech
applications--known as the High - Tech Trust Coalition. As a general principle, the coalition seeks to work with federal and state legislators who are committed to protecting consumer privacy and data security by the creation of strong penalties for bad behavior and the promotion of industry/consumer best practices. They oppose any legislation that acts as a ban on technology, such as

SB 682.
This bill, based on false fears and misrepresentations, bans the use of "contactless integrated circuits" (better known as RFID chips), that can broadcast personal information from being included in identification documents issued by a state, county or municipal government. Roxanne Gould, AeA’s Sr. Vice President of California Public
Policy (bio), delivered the coalition’s opposition letter to
Assembly Judiciary Chairman Dave Jones (D-CA 9th) and the bill’s author

Marc-Anthony Signorino is Director and Counsel of Technology and Environmental Policy, as well as the Director of State Government Affairs at AeA, in Washington, D.C. At AeA, Mr. Signorino advises Congress and various Executive Branch agencies on issues ranging from e-commerce and telecom legislation to intellectual property law and environmental policy. Mr. Signorino also runs

Mr. Signorino is the Project Director for AeA's RFID
Initiative, a systematic program for addressing the issues surrounding the increasing applications and use of Radio Frequency Identification (RFID) technology both in the US and abroad.
Prior to AeA, Mr. Signorino was employed by eBay as a Policy Analyst and served as EVP of Forum Provisions, a Boston area food brokerage.
Mr. Signorino studied law both at Georgetown University Law Center and Northeastern University School of Law, the latter of which granted him a Juris Doctorate. He received his Bachelors of Science at Boston University's College of Communication, where he was an International Radio & Television Society Scholar and the recipient of BU's Scarlet Key Award.
