New AeA
Report Calls for Immediate Action To
Maintain American Competitiveness

On Wednesday, March 28 AeA released its
latest report, We Are Still Losing the
Competitive Advantage: Now Is the Time To
Act. The report serves as the
natural sequel to the AeA report of two
years ago:
Losing the
Competitive Advantage? That
report focused on how the United States was
at risk of squandering its preeminence in
science, technology, and innovation as
countries across the globe became more
competitive and as America neglected the
factors that gave it this lead. This
new and expanded edition of that report
reinforces the conclusion that America is
losing its competitive advantage and the
time to confront those issues is now.
We are releasing this new report because
over the past two years, while awareness of
the problem has grown tremendously, action
has not followed. Now is the time for
that action. In updating the data and
analysis from our previous report, all
indications are that the competitiveness
challenges confronting the United States
have only intensified.

Rep. Anna G. Eshoo (D-California), a
leading Member of Congress representing
Silicon Valley. "The data in this new
report confirms that the U.S. can no longer
take for granted its dominance in global
technology and innovation. This is an
urgent call for action by Congress and we
must heed the call."
As Congresswoman Eshoo’s comments confirm,
policymakers in Washington and business
leaders around the country now understand
the nature of the problem and the need to
act on it. And the consensus is
bipartisan. House Speaker Nancy
Pelosi is actively promoting the Democratic
Innovation Agenda. And
President Bush has outlined the
American Competitiveness Initiative. In fact,
the President and the Speaker seem very
much on the same page regarding
competitiveness. Their plans differ
only in the details, not in the direction.
Two years ago, AeA called the United States
the proverbial frog in the pot of water,
oblivious to the slowly rising temperature
of a world catching up to us. Today,
the heat is still rising and we are still
in the pot. There is hope that we are
finally feeling the heat and are poised to
do something about it. Hope, but not
certainty. AeA hopes that this report
helps provide the urgency for doing
something now.
We call on Democratic and Republican
legislators, as well as the Bush
Administration, to act in the
110th
Congress on what was essentially agreed on
but did not pass in the 109th:
comprehensive legislation to advance
American competitiveness in a global
economy. This legislation would
provide a crucial first step. But
make no mistake; dealing with these
challenges successfully is a long-term
proposition.
AeA’s recommendations for timely action can
be found on pages 6-7 of the report.
Page 4 shows a timeline of what has
happened in the last two years to move the
competitiveness debate forward. Pages
2 and 28 offer testimonials from executives
in the high-tech industry, illustrating the
challenges they confront everyday in an
increasingly competitive global
marketplace. The updated data and
analysis section can be found on pages 8-26
of the report.

AeA Environment and Trade Compliance
Seminars Set For Atlanta, Boston,
Chicago, Denver, Portland, and
Silicon Valley |

April
and May will be active months for AeA as
many of our regional councils around the
country have organized both environment and
trade compliance events to help educate
AeA's members
and the industry at-large about these critical
regulatory hurdles to selling your
company’s products abroad.
I encourage you to attend these important

AeA’s
Annual International Environment
Roadshow has been structured to visit
Chicago (April
23), Portland (April
25),
and Boston (April
27) this year.
These programs will include Steve
Andrews, from the United Kingdom’s
Department of Trade and Industry,
providing an update on European
environment regulatory developments. JP Brisson, with the law firm of Allen &
Overy, will also speak on EU environment
regulations focusing on the RoHS and WEEE
directives. Becky Linder, representing
AeA in Beijing, will talk on China RoHS. And a number of member companies will
provide their input on how they are
complying with these regulations all over
the world.

Another environment program will take
place in
Denver on April 5. JP Brisson,
Allen & Overy, will lead the discussions
joined by several experts from AeA member
companies.
Trade Compliance
-
Atlanta hosts the first of three
Trade
Compliance programs on April 26 in the
offices of the Alston & Bird law firm. The seminar will equip attendees with
information about the latest changes in
US laws and regulations governing imports
and exports of technology and high-tech
products. Speakers will include: Ken
Montgomery, AeA Director of International
Trade Regulation; Maria Ortiz, Director
of Worldwide Trade Compliance for
Scientific Atlanta; Jason Waite, Partner
at Alston & Bird; and Julie LaCross,
Corporate Trade Compliance Manager for
National Semiconductor Corporation.
Similar programs are set for
Chelmsford,
MA on May 9 (hosted by Cadence Design
Systems) and
Schaumberg, IL on May 24
(hosted by Motorola). Details and

Health and Human Services on March 13 to
promote HHS’s
Value Driven Health Care
Initiative. Tim Guertin, AeA Chairman of
the Board and President and CEO of

host committee.

Secretary Michael Leavitt spoke to an audience of
100+ Silicon Valley Health IT leaders at
the Computer History Museum on the Four
Cornerstones of the HHS Value-Driven
Healthcare Initiative. The four
cornerstones are:

Disease Management
Programs – Empowering Employees with
Chronic Conditions

Researchers have shown that just a
handful of medical conditions account for a
significant percentage of health care cost
increases. A study that looked at
data from 60,000 patients found that 5
conditions account for 31 percent of the
overall increase in spending. 1
A review of medical literature shows
that suitable drug therapy improves the
health of individuals with chronic
illnesses while at the same time reducing
costs related to use of emergency room,
inpatient care and other medical services.
