On September 29, 2004, AeA hosted ITAR: What Every Technology Company Needs to Know
Seminar, sponsored by AeA Associate member Sheehan Phinney Bass +
Green in Lexington, MA. Speaking at the program were Cindy Hollohan, Export Compliance
and Licensing Consultant, and Kerry Scarlott, an international trade attorney with the law firm of Sheehan Phinney Bass + Green.
Cindy and Kerry provided an overview of the International Traffic in Arms Regulations, a federal program that is having an increasingly important impact on local technology companies. Attendees learned how to determine whether their products, technology or services are regulated under the ITAR or under the Export Administration Regulations. Attendees also learned the nuts and bolts of ITAR compliance, including when and how to register with the State Department's Directorate of Defense Trade Controls, licensing (including the importance of knowing when a "deemed export" will occur), arms embargoes, establishing an effective export management system, pre-approval requirements with respect to certain types of agreement, record-keeping, and penalties for violation.
