Tom
Kireilis joined the Federal Government post 9/11, He serves as the Deputy
Director (Acting) for the Office of Infrastructure Optimization (OIO),
Integrated Technology Services of the Federal Acquisition Service. Some of
the Initiatives under the aegis of OIO include
SmartBUY, the ITI Line of Business, Homeland Security Presidential
Directive (HSPD) 12 and e-Authentication. SmartBUY is an initiative of the
Federal government and a key program identified in the Presidents
Management Agenda to support
effective enterprise level software management through the aggregate
buying of commercial software government-wide.
Tom
Kireilis was the original first director of the SmartBUY, a Presidential
Strategic Sourcing Initiative which was implemented to drastically cut
software licensing costs on behalf of the federal government. In 2007, the
1105 Government Information Group surveyed a random sample of 91,622
Federal Computer Week and Government Computer News subscribers about their
information technology buying habits. They listed SmartBUY as the contract
vehicle of choice, ahead of the GSA Schedule 70 program, GSA FTS 2001/Networx
and NASA SEWP. SmartBUY’s documented cost avoidance savings for FY 2007
alone exceeded $130,000,000
His
advice on negotiating enterprise licensing agreements is continuously
sought out by the governments of
Canada
and the
United Kingdom
and he has set up active dialogue between the respective governments on
strategic sourcing issues. Prior to joining the Federal Government he was
a manager, working as an IT Auditor and IT Security Practitioner with such
firms as KPMG and Citigroup.
