Hosts Successful Government Marketplace Event

On Thursday, September 25, 2003 Dan
Chenok, one of President Bush's top E-Government Officials, and David
Litman, the senior Procurement Executive for the Department of Transportation, kicked off AeA New England's successful Government Marketplace event with a thorough review of where federal IT dollars are being spent and what future federal government opportunities exist for technology businesses. Both also provided insights on the high-tech industry's role in addressing government's business issues, thoughts for the future of IT procurement, and how government and technology companies can best work together successfully.
Over 100 high-tech representatives attended the full day conference, gaining insights on how best to grow government business. The conference was hosted by AeA, Federal Sources Inc. (FSI) and the Volpe Center, and sponsored by
General Dynamics C4 Systems,
Silicon Graphics, Inc., Donoghue Barrett and
Singal, and Netscout Systems,

Whether tech companies were interested in federal government sales, or state or local opportunities, or both, the presentations, Q&A discussions and networking afforded attendees the chance to gain the latest market intelligence from agencies now seeking technology solutions.

Morning Session Summary (Federal Sales)

Dan Chenok updated attendees on President Bush's E-Government initiative. He discussed how increasing accountability and a focus on building business plans will help with future procurement. He also gave first-hand intelligence on what specific technology investments the Federal Government was now pursuing.

| David Litman discussed current and future procurement plans for the Department of Transportation, noting how dramatically procurement had changed in recent years. He outlined some of the key needs of his agency and how the DOT was now organized, following the creation of a Department of Homeland Security.

Afternoon Session Summary (State/Local Sales)
The afternoon session focused on state and local opportunities for tech companies and featured an impressive list of panelists. The session was moderated by Christopher J. Supple, Partner, Government Relations and Litigation Departments, Donoghue, Barrett & Singal, Boston and former General Counsel to the Massachusetts Secretary of Administration and Finance and former Legal Counsel and Chief Secretary to the Massachusetts Governor.

The session kicked off with a presentation by Peter J. Quinn, Chief Information Officer, Massachusetts, who spoke about Massachusetts Government: Trends and Plans for Tech Spending.

| Next followed a panel on Today’s Massachusetts Procurement Process -- How It’s Changed and What This Means. Panelists included: Charles D. Baker, President and CEO of Harvard Pilgrim Health Care, former MA Secretary of Administration & Finance, former Massachusetts Secretary of Health and Human Services, Jenny Hedderman, Deputy General Counsel to the Massachusetts Comptroller who was followed by Richard Mordaunt, Director of Information Technology Acquisition for the Massachusetts State Purchasing Agent. |

Getting to Know the State of Massachusetts as a Customer was the next topic, covered by Martin J. Benison, Massachusetts Comptroller.

Next was a presentation on Massachusetts Homeland Security Needs that featured Jane Wiseman, Assistant Secretary for Strategic Policy, Massachusetts Executive Office of Public Safety. She mentioned in her presentation, recent State Homeland Security Grant Awards to Massachusetts cities and towns. |
| Next on the agenda was Mary Ann Bradley, Deputy Director of Administration and Finance, Massport who reviewed Massport's technology needs. |

The next panel focused on Business with Boston and Other Municipalities. This featured presentations by Craig D. Burlingame, Chief Information Officer, City of Boston and William "Bo" Holland, currently Special Advisor to Boston Mayor Thomas M. Menino and formerly a Massachusetts government relations consultant specializing in state and local government IT opportunities. |
| Next was a presentation on Resources to Help Companies Gain Government Contracts presented by Pam Lapointe, Customer Service Director, GSA, Federal Supply Service. |
