Attention AeA members!

New York's new "Procurement Lobbying Act" is substantially changing the way that companies who do business with New York State operate. The New York Council GAC will provide the best available information and guidance with regard to interpretation and amendments that may be made by the "NYS Temporary Commission on Lobbying". Specific questions or scenarios can be directed to me for follow up in an anonymous way with the Lobby Commission. For companies who are engaged in selling to NYS on a regular basis I strongly recommend review and consultation by your legal counsel.

Click the links to view law text such as a basic overview of the new changes compiled by the New York's statewide business group, the 12/28/05 Staff Draft  Guidance to the Lobby Act which includes a number of exemptions and the criteria to determine if you're eligible for an exemption and a Frequently Asked Question sheet prepared by NYS "Office of General Services".

There is still a tremendous amount of uncertainty about how some provisions of this act will be applied. I encourage you to check back regularly for updates.

Arizona:  Got business property taxes cut by tens of millions of dollars by reducing the business property tax assessment ratio from 25% down to 20%.

California: Defeated Proposal Undermining Intellectual Property Protections

Oregon: Obtained legislative funding for continued improvements in engineering programs at state universities, increased state support for nanotech research, and lowered the corporate tax burden for most AeA member companies.

Washington: Blocked a software development tax that will save software companies in the City of Seattle over $2 million this year

Florida: Secured $235 million for the "Bright Future" scholarship program

Texas: Secured $295 million in funding for the Governor’s Texas Enterprise Fund for economic development; Passed licensing measure for industry engineers that saves technology firms up to $1 million per year, per engineer in liability

New York: Defeated anti-competitive NYC Software Procurement Proposal that would have resulted in millions in lost software contracts
